The U.S. Department of State and the Secret Service have announced a $2.5 million reward for information leading to the arrest or conviction of Belarusian national Volodymyr Kadariya, who is wanted for his involvement in various cybercrime activities.

The 38-year-old Kadariya, who operated under aliases such as “Stalin,” “Eseb,” and “baxus,” is accused of managing malvertising operations as part of the notorious Angler Exploit Kit between October 2013 and March 2022.

Kadariya was first indicted in June 2023 for wire and computer fraud, but the indictment was not made public until August 12, 2024. According to the U.S. Department of State’s announcement, Kadariya is linked to a significant malware organization and is a key figure in various online scam operations.

Kadariya is also identified as a co-conspirator of Maksim Silnikau, also known as “J.P. Morgan,” who was involved in global malware distribution, including the Ransom Cartel, Reveton ransomware, and the Angler Exploit Kit. Silnikau was arrested in Spain and later extradited to the United States, where he now faces charges that could result in up to 100 years in prison.

The U.S. government is actively seeking information that could lead to Kadariya’s capture, emphasizing the severity of his alleged cybercrimes and the ongoing efforts to bring him to justice.
